Since I play a straight Gallente char, my missile skills are close
to 0, and I know almost nothing about missiles.
Can anyone clarify this for me: can I put torpedoes in a cruise launcher?
Or do torps and cruises use different launchers?
If I do decide to learn missiles, what is it better to focus on first?

Cruise go in Cruise launchers, torpedoes go in Siege launchers.

As for which to focus on, I suppose it depends on what you are doing. Torps are more effective against larger targets such as Battleships, while cruise are more effective against mid-size targets like Cruisers. Also, cruise have a very long range and travel pretty quickly, while torps have less range and travel quite slow.

rockets -> rocket launcher -> frig sized, high damage low range
light missiles -> standard missile launcher and assault missile launcher -> frig sized, longer range lower damage
heavy missiles -> heavy missile launcher -> cruiser sized, longer range lower damage
heavy assault missiles -> heavy assault missile launcher -> cruiser sized, low range high damage
cruise missile -> cruise launcher -> BS size, lower damage, but lower explosion radius so higher damage to small targets
torpedoes -> seige launcher -> BS sized, high damage high explosion radius so only good against battleships or painted targets
citadel torpedoes -> citadel launcher -> dreadnaut sized usually used against POSes or webbed painted BSes
defender missiles -> every launcher -> curently broken but meant to be used as anti-missile
