...because mission rewards are automatically balanced. They start at low level and should rise when people run missions. The more time takes to complete mission the bigger reward boost will be. So give it a day or two and it should stabilize on a level which is more or less on par with mission hardest.

Sure, all new missions should start at higher level of rewards. Go petition it as a bug.

Is this the only factor?

Downing the slaves level III takes 10-15 mins and Angel X is around an hour but pays about the same in lp at least. The difference is about the same for level IV.

People take Downing the Slavers and farm the omber for a full week. It's probably one of the 'longer' duration missions for that reason.
