One current drawback I see with building large numbers of ships at a POS (which SHOULD be the place you would prefer to build them) is that there is no easy way to move them out of the POS to a selling point.
What I would like to see is a ship specialized in moving ships... A tugboat per se... What I envision is a ship, half the size of a freighter, with special versions of the tractor that can pull in unpiloted ships and lock them into 'bays' on the lifter. Based on size, we're talking about BS and smaller only here. Limit the ships to a set number of ships (so the teir 1 can hold 2 ships, the teir 2 can hold 4 ships). This wold also provide a patch over the gap in hauler sizes. A heavy lifter that can carry 4 indi's would, in effect, fill in that large gap between indi's and freighters.
Also, think about the logistics this would open up, for instance, carry 4 covetors out to a remote system in the lifter, escorted by 4 guys in combat ships. Get to the remote belt, deploy the covetors, combat pilots eject and jump into the covetors and start mining, lifter picks up the 4 combat ships.
The lifter should be a very fragile ship. And, since the 'cargo' should be carried outside its hull (docks underneath or something) It would seem like if the lifter got destroyed, the unpiloted ships would end up being left behind. A pirates dream!
So, I'm all suited up, ready for flammage... let me know why this idea is NOT a good one!

you could also make some kind of towboats that can haul containers (also station containers maybe) and then create a special container-sized frame where you can fasten ships in. Then this towboat can, based on ship or skill level, tow a certain number of containers or frames.

Wow... Station containers would be WAY too much. I really do think that eve need some way of transporting 100,000-150,000m of goods. A single freight container is 120,000m. Station containers are grotesquely huge and should NEVER be moved around.

This would also provide for some quicker POS fueling. Fly the lifter to the POS, with 4 Industrials tucked in underneath. Deploy the Industrials and eject. Hop into one of the industrials, and fly it in to the POS and drop off the goods. do this 3 more times, then hop back in the lifter, grab the industrials, and away you go. This is a pain, and a bit of a timesink, which I believe is SHOULD be. I also think that the actualy loading of a ship onto the lifter should take quite a bit of time (maybe 3-5 minutes). I would think strapping a 13,500,000 kg ship onto the bottom of another ship, and have it stay there at warp speed shouldn't be easy.

Nice Idea!
This would be a great inbetween size for those looking to do more then an Indi, but not quite the mobil station a freighter is.
The ship could be shaped like a flat board, allowing the ships being "hauled" to show on the outside.
The ability to have a decicated "Can Collector" (or as I like to call them: "Can Cowboys") would be cool too... although really a ... very specialized idea. I really think it's time for a Medium, Large, and XLarge Tractor beams able to grab ahold of cans at greater distances and even small ships (frig, intercepters, drones?).

This is actually somewhat different than the Small Freighter idea, though would be able to fil the same roll. This is more focused towards moving ships than cargo, it's just that if you are moving indi's, you can move a lot of cargo. I'm just thinking that this would add a bit more interest in the class, as it can be used for more things than just cargo.

It is a great idea. A little too specialized perhaps and requiring new systems and/or game mechanics which are the drawback i see... Good idea, wonder what the dev team would think about the feasibility of it with concern to complications with game engine or how many new technologies, modules, systems, etc would need to be created.

sounds sort of like the carrier minus the drone capacity to me. I really like the idea of something able to preform the task that can be used by non-carrier pilots, and doesn't require cynoing in. on the note of ships that can take the place of a carrier for small scale stuff, I would also like to see a ship thats between a battle ship and a carrier. a larger battle ship that can deploy possibly 2-3 fighters but not give them to other gang members nor have them follow the target in warp, just the operator of the ship. and also possibly use battle ship turrets/launchers, about as many as a tier 1 battle ship. the goal of this would be a ship with not necessarily more damage output, but more of the type of carrier seen in movies and some other games where the carrier gets in on the slug fest and they combat with fighters and torpedoes and so on and so forth. well, thats just what I would like to see.

I'm not looking for anything combat oriented here, and ideally, I would like the hauled ships to remain in space, just held under the lifter. In a way that they can still be targetted individually.

As for new mecanics involved, the biggest new mechanic would be the ability to keep the carried ships with the lifter through warp, and such.

Of course, it would be easier to impliment this ship if the ships DID go inside the lifter, since those sytems are already in place.

Of course, something simpler might just be a tractor beam that can work through warp, and tug along unpiloted ships. Maybe something that restricted to the lifter class by fitting.

I like this idea. I dont see anyway it would screw with balance or anything, and it would let small groups be more easilly versitile (hence your combat -> mining -> back to combat example)

As far as game mechanics and coding is concerned, I wonder if making some sort of "tow cable" like a tractor beam could engage the ship(s), then to warp everything would have to be going the same speed & direction, since group warp & tractor beams work now. (Albeit not at the same time)

I don't think a lifter should be able to jump while towing ships though.

I don't see why not, it isn't the ship performing the jump, it's the gate. As long as the gate sees the ship and it's cargo as the same entity, it sould all jump fine... It's still smaller than a freighter...

Ah, but what about when you get to the station, I invision the tricky part not being the jumping in unison, I imagine it being the docking in unison. I can see it now, tugships docking and their towed ships scattering into orbit. would be fun, I would get free ships.
