I think that the amount of time that is needed for a ship to lock a target is depended on the signature analysis level of the pod pilot, the scan resolution of the targeting ship and the signature radius of the targeted ship.

if the sentence above is correct, is there a formula to calculate the time needed ?

only things involved is your scan resolution and the targets signature radius you try to lock. Skills can influence these, they can make your signature radius smaller or lower your scan resolution. Also sensor boosters can change these attributes or sensor linking modules.

I don't know the exact formuly though, so don't shoot me if I missed something.

Quoting the formula:

(10000/x)/(asinh(y))

x = scan res of your ship
y = sig radius of target
asinh(x) = ln ( x + sqrt ( x ^ 2 + 1 ) )

I plugged the formula into common ships and targets, and noticed that lock time is affected primarily by the class of ship you are flying (smaller the ship the better) and secondary by the size of the target (bigger ship the better). That is not taking any skills and fitted modules into account.

Bear in mind that I've seen many gate snipers in battleships who can lock and shoot and destroy a frigate from 100km+, before they can autopilot to the gate to jump. So locking time can definitely be improved given the dedication.
