Okay I found out how to find agents, thanks all btw, But what does quality mean?

One is -18 and one is 15....Is the -18 one bad, will he give me bad status?

Just means how well you'll be paid, on a scale of -20 to 20. -20 give you pennies, 20 give you gobs of money Very Happy

The better the quality, the better rewards you get, and vice versa for lower quality/worse rewards.

From my understanding, the quality is a flat percentage modifier to what you get from missions, so the quality 15 would give you 115% the normal reward while the -18 would only give 82% the normal reward.

I've been playing for a year and I didn't even know about that. I thought it was to do with the status hike you get from doing missions, not the isk.

Quality also increases the LP and standing gain when you complete a mission for the agent.
It's effective quality that you have to keep an eye for - that's modified by negociation and only boosts the money you get per mission.
