According to the skill's description and attribute tab, it ups a drone's max speed by 5% per level of the skill, if I understood it correctly.
Now drones have 2 different speeds listed according to their attributes tab, max velocity and orbit velocity. According to the skills description, only the max velocity is influenced by Drone Navigation, not the orbit velocity. Can anyone validate this?
The alternative would be the skill changing the orbit velocity as well, thus having a negative impact on a drone's tracking, which obviously would make it stupid to train the skill in the first place...

Going by the last dev response regarding the subject, by design the skill is intended to only modify the travel speed of drones. At the moment though, it's bugged and also affects the orbit speed of drones. A fix is likely to come with the next patch i.e. somewhere in February or early March ^^;;

Seems that it s fixed without client patch. Mine are behaving better with all drone skills at 4-5.

I have Drone Navigation 4, and my Light and Medium drones don't seem to have tracking problems ... but I use them to defend myself while mining in secure space, so I've not fought anything bigger than a frigate at the moment ...

It was fixed with last patch. The skill now only increases max velocity, not orbit velocity. You can check it by adding drones to overview and looking at their speed.

From the most recent patch notes, the first thing mentioned under the "Ships, modules and skills" heading:

    Aye; thing is, people in Game Development section reported it to still be broken by the looks of it... in the 'drone issues' sticky iirc.

    edit: having double checked the issue is apparently with drone navigation computers, not the skill. Guess it means the skill got actually fixed already, sorry about the confusion :/

    Drone Nav Comps are OK. Except that sometimes 3 of them make light drones to fly at 10km/sec.
    Bug referenced in that thread is not DNC bug, it's a general drone speed bug which appears without DNC as well.
