Reading the forums, I see a lot of people referring to 0.0 systems as having a true sec status of -1.0 to -0.1. What does this mean and how do you figure out the true sec status of various areas?

Actuall it goes from 0.09(empire 0.0 systems) to the few true 0.0. This is probbably just used to tell the server what kind of rats to spawn, as well as what ores are available.

Not quite true. The 0.0 systems have true values that drop as low as -1.0, it's just hidden in the map. The deep 0.0 systems are more likely to have high-end ores and rats.
