My Celestis setup uses this

High slots

1 250mm railgun (main sniping armament)

2 H-50 Launchers (standard light or heavy missiles depending on the occasion). This is more like my backup weapon rather than a primary one due to the cost of hunting NPCs with these. If you're low on cap and pirates are still after you, missiles however, can be a life saver. Replace with A-3 or M-12 launchers if power grid or CPU requirements are too high for other module fittings. If you wish to fit other missiles like defenders or cruise missiles go ahead.

2 150mm railguns (the frigate single gun, not the dual medium ones). Use dual 150s if the single 150s are not available. These are my secondary armament and assist in close up fighting. I find the single 150s actually do more damage, has lower power grid requirements and has cheaper ammo, although the dual 150 actually uses less cap.


Med

Medium Shield Booster

Medium Shield Extender

ECM module, Afterburner or EM shield hardener.


Low

Basic or pirated Power Diagnostic Modules.


Drones:

Anything you are trained for or available.

Hunters Agency

I am using a Celestis since 4 weeks. And I am using:

2 250mm Railguns (Main Weapons)
1 Medium Beam Laser
2 H50 Launchers

Most of the damage is dealt with the 250mm Railguns. The Laser is good für hunting small pesky Pirates.
When I am in a PvP Battle, I open up with the guns. When I am close enough, I let loose with 2 launchers filled with Heavy Missiles/Cruise Missiles.

Works fine!
