S.P.C.


The Syndicate-Placid Commonwealth has decided to officialy announce itself to the EVE community. We do this to present our status, goals and objectives to the galactic community. Currently, the SPC consists of 26 member corps with another 4 currently in the application process. Most questions about the S.P.C. can be answered by reading our charter and bylaws detailed below. All further inquiries about the S.P.C. should be submitted to channel "SPC GENERAL" or a direct eve-mail to Halseth Durn.

SYNDICATE-PLACID COMMONWEALTH(SPC) CHARTER and BYLAWS



STATEMENT OF PURPOSE



As non-aggressive, law-abiding corporations from the Syndicate and Placid regions, we, the originators of this charter do hereby form the Syndicate-Placid Commonwealth. The Syndicate-Placid Commonwealth exists to insure the security and general welfare of its member corporations. The S.P.C. does not claim ownership of either the Syndicate - Placid regions and does not plan to ever project its power beyond the boundaries of these two regions of space. Under no circumstances will the S.P.C. take an aggressive military stance against a non-aggressive entity anywhere in the galaxy.



GOALS AND OBJECTIVES



1. Insure free trade and travel anywhere within the S-P regions. First and foremost, this is the reason for the formation of the Commonwealth. For the continued prosperity of the peoples of the S-P regions, free travel must be achieved to promote free trade. Piracy, blockading, and extortion will simply not be tolerated within the S.P.C. Any entities identified to be obstructing free travel will be asked to leave the S-P regions first, and then removed by extreme force second. There will be no exceptions.

2. Provide an economic trade package for Commonwealth members. All member corps agree to a 20% discount on the profit margin from their listed market prices to all other members of the S.P.C. For example, if you would sell item X at 8 mil ISK, and the cost of the minerals to build item X are worth 3 mil. That gives you a 5 mil profit margin. A discount of 20 % off of the profit (5 mil) would reduce the cost by 1 mil, giving the total price of item X = 7 mil. Having a % value for the discount makes the trade discount easy to apply fairly across all product types while insuring that a corporation would never sell an item for less than its mineral cost. Additional, private trade pacts between individual members are highly encouraged. The economic growth of any S.P.C. corporation is considered a positive for the Commonwealth as a whole.

3. Provide "non aggression pact" status for Commonwealth members. All member corps agree to a non aggression pact between themselves and all other S.P.C. corporations. A state of war cannot be declared between commonwealth members. Doing so will immediately invalidate the warring corporation's membership. All disputes between S.P.C. members will be fairly decided/settled upon by the commonwealth's rotating seven member tribunal.

4. Provide "mutual protection pact" status for Commonwealth members. All member corps agree to provide military assistance to defend all other Commonwealth members from outside aggressors while in S.P.C. space. The mutual protection pact does not apply if the S.P.C. member is considered the aggressor in the conflict. Non Commonwealth corps may have their case for what they feel is an aggressive action by an S.P.C. member brought before the Commonwealth tribunal to determine who is the aggressor in that particular conflict. If it is determined by the tribunal that the S.P.C. member is the aggressor, then that member will not enjoy benefits of mutual protection. In addition, to keep the S.P.C. from being pulled into an individual corps external conflict, S.P.C. members who may sympathise with members designated the aggressor in any conflict may not provide military assistance in any form. However, trade of ships and equipment under normal trade conditions is not considered military assistance.



MEMBERSHIP COMMITMENT AND CRITERIA



Membership in the Commonwealth is open to corporations who agree to these terms and meet these basic requirements:
1. Corporations must have interests/assets and corporate offices within the Syndicate and/or Placid regions.
2. Corporations must not be a pirate corporation or profit in any way from piracy or extortion.
3. Corporations must not have any members with a negative 3.0 or lower security status rating.
4. Corporations must agree to all content detailed within this charter.

5. Corporations must officially ratify this document within their own corps and publicly declare allegiance with the Syndicate-Placid Commonwealth.
6. Corporations must add the following text to their corporate descriptions; "Member of the Syndicate-Placid Commonwealth"


ORGANIZATION AND COMMUNICATION



1. Commonwealth tribunal. Revisions to the charter, declarations of hostilities, new member applications, and the settlement of Commonwealth disputes will be handled by majority vote from the S.P.C. Tribunal. The Tribunal consists of a rotation of 7 CEOs from member corps who will share equal voting power. While in Tribunal, all officers of the tribunal will place the common interests of the S.P.C. as a whole above their own. The first tribunal will be composed of founding corps of the now defunct Syndicate Pact and the Placid Alliance. After the first month, a rotating system will be put in place. In order to provide a more balanced representation system, corporations with fewer than 15 members will not be eligible for tribunal duty. The first tribunal will be composed from founding members of the now defunct organizations "Syndicate Pact" and the "Placid Alliance". These members are; Arcane Technologies, British Space Corp, Draconis Heavy Industries, Doped Players Inc., Galactic Manufacturing, Oberon Incorporated, and RUS.

1. A. Tribunal Structure. One of the officers is elected by the first Tribunal to act as secretary. The secretary will set the agenda, and organize the meetings for the Tribunal.
After the secretary's first term has elapsed, the acting secretary will nominate his successor as someone that he feels will represent the best interests of the Commonwealth. The secretary's term will last for 1 months. The 6 remaining tribunal officer's terms will span a 1 month term. If a tribunal officer cannot attend a meeting, he will have to provide a representative to take his place. Rotation will reset once one cycle of tribunals completes to insure that members will not always serve on the tribunal with the same members.

2. Commonwealth Security Forces. For security reasons, all military doctrine and organization will be detailed in the classified document; SPC-SECURTY FORCES 1.

3. Communication. The following communication channels will be used by the Commonwealth for the purposes detailed below.

SPC HQ. Exclusive to the top 3 Leaders of each Commonwealth member. (password protected: changed every 2 wks)
SPC Commerce. Open to all Commonwealth members to discuss SPC internal trade only.
SPC OPS. Offensive & Defensive Operations - Reserved: GANG LEADERS ONLY. - (password protected: changed every 2 wks)
SPC General. General chat for all members and non members wishing to converse with the S.P.C.

Thank you, Bad! Yes, it takes a lot of time and effort to organize something like this. But now that the SPCs infrastructure is in place and working, we can devote more of our time to addressing the political "rumors" and "relationships" which seem to follow Oberon.

Hello,

I represent Elvetika Corp., a small but growing and active corporation with his HQ in Syndicate, and that, from a very long ago (far longer than the Syndicate-Placid Commonwealth).

I must confirm that officially after to have speak with other founder but I think that the SPC corresponding well at our idea and rule of conduct. We easily meet all requirements and I think that you will find that we are cool and fun people, serious and capable.

If nobody has something to say against our registration into the SPC, I think that I will officially register our Corporation as soon that I have an answer from you and from others founders!

Congratulations on establishing what is probably the most organised and well-established alliance in the galaxy. The SPC is a brilliant example of what I hope will appear in all policed regions of space. Some of us are working toward providing a communications infrastructure to enable such alliances to communicate and co-ordinate trans-alliance.

I would encourage corporations in other regions to follow the example set by SPC and even use their organisational structure as a template. Then announce the inception of your alliance on this board.

Information submital:

Actual name of our organization is the "Syndicate-Placid Commonwealth".

Current corporation members total 23 with 3 applicants.

Please refer to the "Statement of Purpose" section of the S.P.C. charter for the stated "aim".

The S.P.C. does not lay claim to either the Syndicate or Placid regions. However, it does function exclusively within these two regions.

Nominal pilots per corp (or total): CLASSIFIED.
However, average corp size is 55 pilots.

Nominal active fleet (F+C+B): CLASSIFIED.
However, I can say that the S.P.C. does tailor its security forces to fit the mission at hand. (specific target or area sweep)

Leadership: Rotating seven member tribunal, acting secretary.

Until further notice, I am the SPOC for the S.P.C.

Incom are also a small (15-20) man corp. with their HQ in Orvolle. We operate out of X-LMR2/FD-MLJ and PF-346 mainly.

Or rather, we would - However, Pirates have been camping in FD-MLJ for the last month now, making the continuation of business in this region nigh on impossible.

The alliance needs to act. And fast.

Endureth - yes we do. My corp is probably smaller than yours and it was one of the first members to join the PA, which merged into the SPC. Join the SPC General channel to get to know everybody, or just announce your corporation.

The S.P.C. recognizes all corperations operating within the Syndicate and Placid regions no matter what their size. If you wish to open a dialogue with the S.P.C., simply join channel "SPC general". There is always someone there to answer questions.

Mr. Marshal,
I commend you on your daring. Operating out of two of the most dangerous systems in the galaxy (FD-MLJ and PF-346) is not something I would recomend to most corps of your size. However, where you chose to make your living is your business. Also, your statement demanding that we "act, and act fast" troubles me. You expect to reap the benefits of the S.P.C. but you do not even ask about membership or even how you can help? Not very neighborly.

A few words about the FD-MLJ system. This system is easily the most natural bottleneck in the galaxy. With its close proximity to 2 regions of empire space, 0.0 security status, an in-system station, and high trafic, this system is best suited for the operations of pirates/griefers. Period. Members of the S.P.C always equip microwarpdrives when traversing this system (and adjoining systems) alone. I suggest you do the same.

At present, S.P.C. security patrols conduct pirate/griefer sweeps of FD-MLJ and surrounding systems 2 to 3 times per week. Although always successfull, we also realize that the security these sweeps bring are temperary at best. We have come to the conclusion that to successfully keep this system free of gate campers is to ACTUALLY CAMP THE GATES OURSELVES.

Two reasons why this solution is unacceptable:
1) Gate camping is @*&ing boring.
2) Gate camping (for those not pirating) is unprofitable.

Hi there.

I am impressed, so far, with the words you take and your stance on freedom of passage for all. I think there's more than enough Alliances that are trying to hog the riches for themselves under the pretense of self-defence *coughVENALcough*, but I have to honestly say that despite your obvious size and strength that I have seen little proof of your forces providing much in the way of security in the syndicate area. Maybe Ive just been in the wrong places at the wrong times, but 90% of my game time is spent between 4C and Stacmon in Placid, and Sinister and Moo are running rampant all over the place.

Running them out 2 or 3 times a week is all well and good, but dont you think that if you ran them out every day for 2 or 3 weeks straight, they might get the point and go looking for a different bottleneck to stop up?

I think that in order for people to take the SPC seriously as more than a loose trade organization you need to put up stiffer resistance to the pirates that are essentially running your entire area of operation.

Besides, in a few days a MWD wont be any kind of guarantee of successfully running the blockade. What will you do then?

I do agree with the above poster. My small corp lives in Syndicate. I like the area very much, I have gained some friends within other corporations and I even have my favorite pirate-hunting spots.

The pirates are everywhere. I thought the Syndicate-Placid Commonwealth would do something about it, but so far nothing has been done. I'm hesitant to offer my corp to the commonwealth based solely on the fact that I don't want to "join the loosing team" so to speak.

The reason that SPC was created is because the Syndicate and Placid areas are, quite honestly, the most profitable pirating blockade areas.

Moo and Sinister are especially fond of FD-MLJ. The SPC is still young, and relatively unorganized. It is a loose coalition that is doing its best, at least keeping the zone blockade free from time to time.

No claims to regions means no overwhelming power either. Pirates are hard to contain, especially in the Syndicate.

Give it a while, and see what happens. You're not forced to join :)

It still amazes me, the audacity of some people that live in Syndicate, complain that the S.P.C. does not do enough, yet never offer to help or even apply. Is there some kind of bad rumor that says there is a steep fee for joining the S.P.C.?!?

Now, I am sure that this is not the case, but it kind of sounds like some people would like to gain all of the security benefits of the S.P.C. without lifting a finger.

On another note, If anyone has an idea for keeping piracy out of a region (or two) without using closed borders or an standing navy, please state them here. I would love to hear them.

No, that last comment was not directed towards you. The Space Wolves desire to help is something we are aware of. Your application has been noted, appreciated, and was actually voted on during our last Tribunal meeting on Sunday. Unfortunately, we had to deffer your particular vote untill next week due to the heavy load of applicants. We do not currently have time to research all of the applicants for all Tribunal members to confidently vote "yes" on. (it takes a unanimus vote to admit new corps into the S.P.C.)

This problem has prompted me to start an application thread in "Corporations & Organizations". Although Space Wolves is still slated for vote at the next tribunal meeting, please fill out the questionair listed there.
