You should think about what you say you know, and im sure Jash will be here soon with another witless post full of unsupported facts figures and generalisations, however my opinion is this; CCP are a new company, they have spent three years and all the money they had for the project on eve, they do not have unlimited staff and the petition system was, IMO a bad idea, because they do not have the staff needed to support the system.
With the current petition system, anyone can post many manyt petitions, meanining the GMs/Polaris have to wade through every last one, perhaps if only one petition was allowed per account per day was allowed the system would work far better, because the main reason the petition system does not work IMO, is idiots making multiple petitions under different catagories for the same problems. You see posts all over saying "Well they wouldnt fix it right away, so you see I HAD to put my petition in under stuck char", a few hours later, you see a "Well this is totally unacceptable! Ive been waiting 8 hours to get my char unstuck! and now they say I might have to wait till downtime!", anyone else see the cause and effect here? or is it just me?
If people just submit ONE petition and then remain patient for a while, irt will be sorted, if you send in loads of petitions in all the different catagories(and dont say you havent because a lot have, intentionally or otherwise), all it does is slow down the process for EVERYONE, especially yourself.
The problem is everyone wants their problem sorted NOW, no one else MATTERS as long as MY problem is sorted, me me me, if people lost that attitude, they would see their problems solved a lot faster. Take one little look at it, its about even on the eve-i pole on the amounts that wait ages and those that wait less time, now many even say their petitions are answered within 30 mins, which EnBs devs did once in a blue moon, also bear in mind that CCP is FAR FAR smaller that EA, so they are not doing that badly.
Now im also not saying that customer support could be improved, but untill people lose the "Im paying for it I deserve to be treated like a laird 'o the land and I should never have to help them in any way to get what I want from the game" attitude, it will be very hard for the customer support staff to keep up with the demands on their time. The easiest way to help them even a little, nevermind test servers or bug reporting, just submit your petition under the correct catagory and try(I know its hard but try) and be patient and wait for a response, if all of us do that then im almost 100% sure customer support will improve, oh and try and not word your petition like they are slaves, it will probably not help your case.
Now ofc here comes all the M3G4/M0o/jash types with the old "Everyone has to listen to MY views and not flame me, but if you dont agree with ME then I can slag you off and treat you like an idiot".
