I doubt you can rule out Axelay's use of the term "PVP" merely because he had a better ship.

It was still player vs player and, regardless of exploits (or just knowing how to load out a ship), he still took on player-controlled ships.

When you read a game box and it says PvP, you think great, ill get to duke it out with my mates. i can spend ages kitting out my ship and training up my char then testing him in the field of battle. You DONT think, 'great im going to be shot in the back ten minutes after i start the game!'. PvP implies consenting combat. Not chasing some1 in a far inferior ship to yours.

How about, rather then offer the tiny Sec improvement for killing NPC pirates, what about also offering a big Sec improvement for killing player pirates.

That way the likes of molly get a positive sec rating faster, and serve the Empire's needs as well.
