Does the Ice Harvester really take 3000tf? How do you get a ship to have that much cpu if it does indeed require that much cpu?

Congratulations you are player #1000 to ask that question! (dagnamit lack of clear descriptions/visible FAQs etc Rolling Eyes)

Mining barges have innate -98% CPU use for ice harvesters and strip miners, so the ice harvesters only take 60 cpu

Just to clear up the reason why you can only use ice harvesters:

1 unit of ice is 1000m3, so until you get your miner XV with that 750m3 base mining amount we are stuck using Ice Harvesters...

One thing worth mentioning is that when mining ice it is recommended that you have something else to do while waiting for the 8-10 minute cycle time for the ice harvester. Deck of cards, etc. I usually go watch TV. I was actually somewhat happy when my harvester got griefed in a .9 system. Very Happy
