if you want to repair your modules in combat, repair them online while inactive. If you have the time to offline your modules to repair them, give a reduction in nanite consumption and let them pay for it by needing to use capacitor to online it again (disadvantaging to overall ship performance if done at the wrong time).

More people would be inclined to overload modules and use nanite repair paste more frequently.
This would increase demand and subsequent value of producing nanite repair paste from planets.

In a sense module repairing is similar to using compressed air to clean the hardware in your computer case. Having a module online and inactive is like having a computer turned off with power still running through the motherboard; cant remove hardware without damaging components so you have to use more air to work around them. If a module is turned off completely its like switching off the power to your power supply so you can remove your graphics card and do a thorough cleaning, while using less air.

It's a modest proposal don't you think?

I think nanite consumption is fairly balanced as is tbh. I don't see any need to reduce consumption, even for added hassle.
