Why are there ships missing from the market?

I needed a bhaalgorn hull, yet was unable to find one in syndicate, forge, citadel, amarr and numerous other regions. Machs and nightmares seem to be seeded for 100isk everywhere yet no bhaals or numerous other (faction) ships for sale anywhere.

From evelopedia:
"The market is seeded so that all market items cost 100 ISK and are in plentiful supply. At least one station per constellation is market seeded like this."
