Here's a reason... it takes away one of the major incentives of why people should/could out into low-sec/null-sec. Why go out and look for PVP in an "uncontrolled" environment when a "structured" and "instanced" place to have "fair" matches exists? You'd take away one of the big (see: "only") selling points for low-sec.
More than that... "instanced" matches do not teach a person/group/corp/alliance how to deal with situations that are "unfavorable" to them (see: "real" PVP).
Now... you COULD argue that the "Arena" would be available ONLY to newbies and/or nothing would be won or lost from them... but then you run into the respective problems of "well, why doesn't all PVP work this way?" and "why go out and risk my expensive ship/equipment in REAL PVP when I can just pew-pew a bit in an arena?"
Not to be a "doomsdayer"... but I'm quite certain that in an "instanced" environment, SP and wealth would factor more into who wins and loses than does now (ex. a 'Vet' can stomp a 'Newbie' in a 1v1 due to greater SP, but a 'newbie' can bring 'Newbie' friends to overcome the SP difference... likewise, a wealthy person can buy expensive equipment to gain an edge against a poor person in 1v1, but a poor person can get some poor friends and tear apart the rich person).
