Yes, however if they have got a lock on you and jam you with ECM then you will not be able to get a lock on them so you will not be able to use your ECM.

There IS AoE untargeted ECM in the form of the ECM Burst module. I wouldn't fit one without thinking things through carefully, as they use a lot of capacitor and have some of the same risks as a smartbomb (i.e. CONCODOKKEN), but if you are jammed and near your attacker it could save you.

Lol, if you try to think just 2 seconds, you will perhaps see that it is the goal of ECM, to break a lock...
Then once done if you continue to jam, to prevent the target to lock you again...!
