One of the big draws of Incursions early on was that you had a chance (upon finishing a lowsec incursion) of finding a BPC to build the Revenant, a Sansha Pirate Supercarrier. It was big, it was new, it was shiny, it was less spiky (and a bit more fecal-looking) than expected for being Sansha made, it was... not that great.

It gets double strength/hp fighters/bombers... but can only field half as many as a normal Supercarrier.

It gets faster fighters/bombers... only when MWDing and, when fighting things (other capitals/supercaps) that don't really move, a slightly faster approach doesn't seem useful.
It gets more

It gets more warfare links per level/boosted capital (stuff) tranfers... so do all the other supercarriers.

There's no real reason to want one other than to say you have one. You're certainly not going to PVP in it, and ratting/sanctuming in a supercarrier is silly and/or asking to get dropped on. They're rare, but there's no market for them (Goonswarm got the first confirmed BPC drop, failed to sell the BPC, built it, and eventually sold it for 40 billion after 2-3 attempts. Rooks & Kings got another BPC, and to my knowledge hasn't sold it yet.) A few lowsec incursions have been run by other high/low/nullsec groups, and maybe one other BPC has dropped. That's three drops since Incursions started back in the winter.

So to sum it up, the Revenant is not useful, not dropping, not spiky, and not wanted. Here are my ideas on how to fix this.

First, and this is the big one, change the Revenant from a Pirate Faction Supercarrier to a Pirate Faction Carrier. The "Mothership" boss fight in incursions would remain the same (Handwave the increased stats as a prototype, or the Sansha logistics/enemy ship hindering network, or ignore the fluff completely), but the BPC would require roughly Carrier-levels of components to build (Say a billion isk's worth, a bit more than a carrier, way less than a SC). Skill requirement would drop down to Amarr/Caldari Carrier I. I can't suggest much in the way of new stats/bonuses, (Though the double strength/toughness fighter bonus would be nice, since you could assign your super fighters to other ratters and hide in a POS, but how would you do the drawback? Can't fit DCUs? That's silly. No +1 Per Carrier Level? Can still potentially field the equivalent of 20 fighters to a normal Carrier's 15, and you'd need a bonus to replace that. Maybe ignore the damage/hp bonus entirely and give +1 fighter per Amarr and Caldari Carrier level? Keeps the mothershippy feel around and gives it a unique gimmick by letting you field a larger than normal swarm of fighters) but where the Supercarrier was bad for Supercap PVP, the Carrier would be good (both in bonus and affordability) for PVE and the occasional carrier mini-drop.

Second, availability. Two parts to this: Boost the drop rate of the BPC, and allow the BPC to drop in Nullsec Incursions. The ship will still be rare, but the rarity would drop enough to stimulate demand for the ship and interest in 0.0 incursions.

Third, tweak the Shadow Fighterbombers to go with the new Revenant. Instead of the only dual damage fighterbomber, they'd become another kind of Fighter. Fighters are already dual damage, so the Shadow Fighter would either become a different dual-damage combination (EM/KIN would work, being the main damage types of Amarr and Caldari), a stronger (different) dual-damage combination (Say 50/50 EM/KIN instead of the usual 50/25), or more-than-dual-damage (25/25/25 EM/Therm/Kinetic to cover the full Amarr/Caldari damage spread, or 25/25/25/25 Omnidamage). Current Shadow FBs would either convert to Shadow Fighters, or both Fighters and Fighter-Bombers could exist (Either call the fighters Spectres or something, or rename the FBs as Parichaya?)

TL;DR: The Revanant is bad. Turn it into a Carrier, make it drop more often (and from 0.0 incursions), and add according Sansha Fighter drones.

A point I ran out of room to bring up: Not only is the Revenant a bad Supercarrier, but a Supercarrier nerf is on the horizon, potentially making it an even bigger waste.

I'm certainly not against seeing the Revenant buffed, although for reference there have been at least 4 dropped, since we've had two Revenant BPCs. The first one we sold for 55bil and the second we still have. There's also a Revenant involved in a Somer Blink auction, although I suppose this could have originated from one of the aforementioned ones. Their value price (for the take=isk option) appears to be 75bil.

they did seem to drop the ball on this one. Most pirate stuff is nice and wanted, this...beyond a collectors not a must have imo.

Looks like a decent pve ship, but nothing scream upgrade from your current mommie to get this. Actually scream save a few more isk for however longer needed and titan it lol.

Now the knockdown to carrier level....I could see that. Stats kept in place like a mommie but can be docked....make it more appealing I am thinking.

I like the carrier idea i think with the current political situation people have had enough with super carriers. Also i would give it more time for faction supers, let more people be able to fly them.

So i would go something like this which is a unique mix of amarr and caldari( and give the damn thing spikes like a proper sansha ship)

Sansha Nation Carrier:

*Bonuses:
-Can deploy 1 extra fighter per Caldari Carrier level
-200% bonus to fighter control range.
-5% bonus to shield resistances per Caldari Carrier level.
-5% bonus to armor resistance per Amarr Carrier level.
-5% bonus to fighter damage per Amarr Carrier level.

*Slot: 3 high/6 mid/6 low
*Shield HP: 125,000
*Shield Base Resistance: 0% EM/20% Therm/40% Kin/50% EX
*Armor HP: 137,000
*Armor Base Resistance: 50% EM/ 35% Them/ 25% Kin /20% EX
*Hull Base HP: 130,000
*Drone Bay: 85,000 m3

__________________________

Those would be the major changes. This version is more in line with faction. It can be shield or armor tanked effectively and has the shield resist and HP of a Caldari Carrier and the armor resist and HP of a Amarr Carrier.Plus it gets bonuses to both shield and armor making it a brute. This would be a DPS support ship with no real ability to rep either shield or armor nor to use gang links. The Drone bay is slightly bigger allowing for more of a selection. The BP drop rate should be about 3x - 5x the current Sansha Scarrier drop rate.
