u are better off with meta 4 modules, less cap usage same effects.

If u expect to be shot on then fit a 1600mm plate in low. I prefer to fit signature distortion amps and MWD, use range as a defence.

3x Heavy Missile Launchers
MWD, Large Shield Extender, Jammers
2x Signal Distortion Amps

If you want to use rigs, use the ones that increase ECM strength.

Warp in behind your fleet, around 70km from the enemy fleet, and move back and forth, or orbit a can - just keep moving, preferably at right angles to the direction of incoming fire. Many FCs will want the ECM to remain off field until the fleet has engaged. Get good at making bookmarks because you will need to warp out and come back to the same spot.

If you see many ships locking you, warp out - you've been called primary. Then warp back in and start jamming again. Don't wait to take damage, you can be shot down in one volley from a couple of battleships.

If you have logistics in your fleet, call for repairs instead.

Occasionally you can get a missile volley off on a ship you aren't jamming, to ***** on killmails.YARRRR!!

This is the one I personally like the most, but its kind of a ***** to use right if you dont have bookmarks around the gates your on.
Edit:^^ I meant if your on a roam, otherwise make them yourself.

This one is for use if you want something a little(read: not at all) more forgiving on gates, and you can help cap out a frig or something else before you die.

All of your replies are not necessarily wrong, but at the same time, are not playing to the strengths of the Blackbird. Let me try to share my thoughts...

In short: The Blackbird is a cruiser sized, cheap-to-buy, cheap-to-fit, expendable support ship.
In detail:
1. The Blackbird is a cruiser hull. This means that it is reasonably fast. Fast enough to evade BS/BC easily, and fast enough to GTFO when frigates/other cruisers are about.
2. The Blackbird is cheap. If you have a researched BPO, it's even cheaper. It's also cheap to fit (unless you use M4 Caldari jammers :P).
3. The above point makes the Blackbird expendable, which is somewhat of a prerequisite for a PVP ship.
4. The Blackbird is a support ship. Not a combat ship. Not a Deeps ship. Not a tanker.

When we put all of these points together, it changes the way in which you fit and use the ship. It also changes the mindset you have when using the ship. Allow me to present an optimal fit for small gang roaming fleets. I have used this fit very successfully in fleets ranging from just myself and a Deeps ship, to 50+ pilot sized engagements.

Tactics and Notes:
You'll notice that this Blackbird has no tank. Whatsoever. See the part about expendability above. This ship relies on it's jammers and range for tank. When you come through a gate, you don't sit on the gate, you get to range, and keep aligned out to a safe spot, or another off-gate point.

The idea is to be at your ranged spot, let off your jams, and, if in danger, warp to a new point, even if that means you need to leave the grid. You only need to be present once every 20 seconds, when your jammers cycle. This is an excellent way of controlling where you fight (especially if you have the gate/celestial/whatever well bookmarked. This however, requires quick reflexes, good timing, and a knowledge of celestial placement relevant to your current location. Takes some time to learn, easier to get used to us you have "home turf".

The smartbombs are for drones and crappy frigates. I've lost count of the millions of isk in damage I've caused by frying an enemies drones. It's hilarious, especially when fighting drone boats. Remember though - the Blackbirds job is to support the other gang members by performing crowd control - it is not a combat ship. If you need to leave, you leave.

The nanofiber is there over a second SDA because a live Blackbird is better than a dead one with 10% extra jam strength. It really does help with GTFO'ing.

Don't bother with firepower. If you need more DPS, you need that more than you need a BB.
Once you have some firepower though, you can move onto the BB.

BBs are - no matter how you do it - fragile. They're only cruisers, and even with a heavy buffer, they still trade off being an ewar ship, to do it.
Let range be your tank, and focus on being a good long range jamming platform. Add a little bit of ... well, whatever really in your highs. Personally I go for utility modules and assault launchers.

Light MWD, overheat and run like hell to 100km. Apply jam liberally, and bear in mind that anything fast enough to close with you, will probably be suitably annoyed by your 11 str jammers (overheating).

T2 ECMs, not named, because they're cheaper.
You can probably sacrifice a SDA or ECM For a buffer module of some form - I'd tend to go with a large shield extender in the mids, because plates hurt agility.
