blankseplocked minerals for space ship repair or a high isk cost?

I had a thought a couple of days ago about ship repairs and how it doesn't cost alot to repair your ship in a station or with reps outside, and given some members think mining is a slow boring thing to do in eve. But what if you needed minerals to repair your ship in station or paid a high repair cost instead to the fat cat sitting the npc repair bay?

This could help miners feel more important than just targets as the minerals they mine could help save a player paying more to repair there ship. Now this would act in 2 ways it provide an isk sink (not a big one but still a sink) and also increase the mining profession as minerals would be required to repair ships at a cheaper cost. this may also help with docking games as players wouldn't want to spend millions if they dont have minerals to repair.

This could also lead to some pi stuff for people manufactor for there magic hull/armour repair modules as shield would be boosted from the capacitor anyways. The stuff for the hull/armour repair modules would have to be small so players could store it in ships though.

Where? The ISK goes to the miners and stay in the economy.
I suppose you could argue that minerals used for repairs won't be used for building ships that can then blow up and create insurance isk, but that's really a stretch.

The isk sink i was refering to was that if players didn't have minerals on them they would have to pay out more in isk to the npc repair bay hence the "not a big sink"
