Unless you are considering the Machariel that is.
Most BSs luck the agility and slot layout the Pest has...they also luck the utility slots or the PG to fit 2x heavy neuts along with a full rack of guns/launchers for decent dmg projection.
Nano-Pest is not great, but it provides an improvement over the already swiss-knife-like Cane, offering long range neuts, a tad more DPS @ range and a cap booster, in a package that is faster than armor and almost as fast as shield BCs of other races.
It has a lot of weaknesses too tho, namely the BS-like tracking, the slow acceleration (BS-like) and the insane cap usage on the 100mn MWDs. Tank is also meh.
The only T1 BSs i can think of that can field weapons with decent range, can shield tank (somehow) and field long neuts without being too slow could be the Phoon and the Raven, tho both lack the fitting to provide any real advantage other than the long-ranged neuts.
*Amarr laser boats have the range for kiting, low slots for dmg/TE/nanos, but not mid slots and are inheritely slower. Also the only one with a utility high is the Geddon, a quite nimble ship as far as BSs go, but how far can shield tank get you with 1x free slot?
*Tier 3 BSs have no utility slots, so even if you had the speed/mass of the Phoon/Tempest, you could not do neuting and DPS as effectively as the Pest, as you would sacrifice a gun-slot for a neut.
*Blaster boats are not very effective in kiting ranges, railboats are a no-no for tracking issues alone, if you forget the dmg output which is also way lower.
So, alternatives to the nano-pest...maybe nothing in the T1 line...you can fend them off with tanky, close range BSs (esp. in the amarr line), or scare them away with long-range neuting, but that's pretty much it. It's far from overpowered mind you, as it fields the tank of a BC, a huge portion of its EHP being in structure and its recharge rate being slower than a trimarked abby...
