I have seen many posts about this topic for many different games. After awhile of try/fail with things people have posted, I started trying to install any intel graphics driver to see if it would work. It ended up that one of them did work for me, but only with certain settings. I don't think this will work for anyone not using an asus eee slate ep121, but this is what I am using now.
1. Go to intel downloads and grab the "Mobile Intel 4 Series Express Chipset Family"http://downloadcenter.intel.com/Default.aspx?lang=eng
Graphics->Laptop Graphics Controllers->Mobile Intel 4 Series Express Chipset Family
The Version I got was 188.8.131.523
2. Install it, even if it says you are running a newer version.
3. Right click the desktop and goto graphic properties, then go to the 3D tab, checkbox the custom settings and set
Texture Quality -> Performance
Anisotropic Filtering -> 2x
Vertex Processing -> Enable Software Processing
Vertical Sync -> ON
4. Next you will probably want to turn off/low all the graphic settings in eve online for a test run and restart the application. You can then turn them back on depending on how much graphics lag you are seeing. I personally just leave them all turned off/low.
The driver that I was using (the one that didn't work) was "Intel HD Graphics V184.108.40.2061" This is what windows 7 installed for me when I got the computer.
I would not recommend trying to install random video drivers like I did because you can get yourself into trouble, but this is what I did. I can now start eve online, undock, and gatejump without that darn error or having to disable the service that produces the error bubble.
