how is the Basilisk able to keep itself stable with another Basilisk using cap transfers, if they are using all there cap with the rep and transfers?

Cap transfer between basilisks = no cap issues, isn't that nice?

i understand that put wont they run out of cap due to the shield reps using all the cap that is left?

With perfect skills and the right fit, you receive more cap from your buddy than you send to him. You also have very efficient shield transfer skills with Logistics V and other maxed skills.

When you train logistics you don't need, YA WANT, all lvl5 related and no you will not have cap issues unless OC your Basi friends are primaries.
If you can't fit all your highs and use them properly because you have cap issues then you're better not fit them all until you get those perfect skills.

But it's only my humble opinion.

With perfect skills a basilisk requires ~69 cap to activate a t2 cap transfer. That same transfer will give 351 cap to the target, meaning if each basi is using one cap xfer on the other, they will both be getting 282 extra cap every 5 seconds, or ~56.4 cap/s, basically being created out of thin air.

On the same basi, a shield xfer will use up about 11 cap/second.

Cambarus is correct on all the numbers above but one -- T2 energy transfers have a 4.5 second cycle time. Meta-4's, however, behave precisely as described and are the energy transfer module of choice.

What's all this nonsense about Basi's needing maxed skills? A Basi with logi IV, decent support skills and a cap partner with two energy xfers on him is perfectly fine capwise. If you max out the ship you can go down to one xfer and five reppers if the scenario allows for it. As mentioned above the cap is "magicly" created out of thin air.

The Scimitar on the other hand is a less forgiving ship skillwise.

Also, I think this is a troll.

You don't need perfect cap skills if you have Logistics 5. It is that awesome and worth training. You will have plenty of cap to run 4 shield + 2 cap, or 5 shield + 1 cap. You can use a battleship as a cap buddy too.

With Logistics 4 you will need good cap skills and 2 large cap transfers on you to be cap stable with 4+2. I've tried this and it was a huge PITA without another Basilisk/Guardian, as most battleships cannot permarun 1 large cap transfer let alone 2. The FC had to setup elaborate cap chains which was the Achilles heel of the fleet.

With Logistics 5 you can also run 6 shield and be cap stable without a cap transfer, but you will have no tank at all (like a POSprey fit), which isn't useful unless you are skimming a POS forcefield (27400m on a large) and there are no hostiles on grid. Better-off with 5+1, a cap buddy, and tank.
