I was running a mission and someone popped into the area and started salvaging and looting the wrecks. I just wanted to make sure, could I shoot him down without getting concorded (he appeared red on my screen, so I assume I could have, but I just want to be sure).

Yes, you can shoot him. No, you shouldn't. I won't ruin someone's fun by telling you WHY you shouldn't. But I am sure that you will soon figure that one out on your own.

In times like this it is best to remember the lowly fish. Only war targets are red flashy (with a white star). Outlaws are just steady red now (with a white skull). These are the defaults, but can be changed.

War targets can shoot you. Outlaws can't, unless you shoot them. You can attack either without CONCORD intervention, however it is a stupid idea to attack an outlaw ninja.

TL;DR AFTER PATCH, BLINKY PEOPLE ON OVERVIEW = WAR TARGETS, NOT OUTLAWS.

Yes, always shoot red dudes in your mission. It's the only way to eliminate the ninja scourge.

Before you shoot, check the characters age. If he is young, he is just a poor noob. If he is older, he wants you to shoot him so he can gank you in the face YARRRR!!
