I'm an avid frigate pilot. I use those buggers for everything, including PvE. And I'm certainly not the only one who does this, because I've seen and talked to people who use AFs and faction frigs for L3's, 4/10's, belt ratting, and all sorts of things. It's not exactly efficient, but it is fun.

The point is, frigates can be used for PvE. However you're using them, they can be used for it. And PvE ships are much more clearly defined and useful when they have an active tanking bonus. So it was not long ago that I wondered if there was any T2 frigate of my race that had a shield boosting bonus, Minmatar being established in the larger classes as the active shield race.

The answer was no. Furthermore, upon looking at the other races, it turns out the only active tanking frigate is the Hawk, which as a Caldari ship has no business with a shield boost bonus.

If I'm somehow having an oversight, please let me know, because I would love to already have active tanking frigates in game. Even if the races are kind of flip-flopped, just having more than one would be great.

But as it stands, more active tanking frigates would be useful. AF's need a fourth bonus, an active tank and passive tank for one of each race's ship would work wonders, imo.

My preferred jaguar fit is active tanked. I use them for pvp but you could use it for pve I suppose. The jag fit is below.

[Jaguar, Active]
Damage Control II
Nanofiber Internal Structure II
Nanofiber Internal Structure II

1MN Afterburner II
Warp Scrambler II
Medium Shield Booster II
Small Capacitor Booster II, Navy Cap Booster 200

200mm AutoCannon II, Republic Fleet Phased Plasma S
200mm AutoCannon II, Republic Fleet Phased Plasma S
200mm AutoCannon II, Republic Fleet Phased Plasma S
Small Nosferatu II

Small Anti-Kinetic Screen Reinforcer I
Small Anti-Explosive Screen Reinforcer I

With just skills, it has about 140 dps active tank with a standard blue pill (3.5M isk from my supplier). I run with a crystal set and tengu alt however, so throw those two things in and it's actually 280 and overloads to 360. In effect, I can dive into the middle of two buffer tanked jags solo and win every time like that and win maybe half the time taking on three of them solo (theoretically). Not that I've actually had a chance to test that theory. I did however take on a rifter and two merlins with a firetail using basically the same fit. Without the added t2 resists it isn't nearly as effective, but I stomped the 3x frigs regardless. They were decently fit as well as I recall, all t2 with cookie cutter fits flown by toons with plenty of SP. So I wouldn't hesitate to go after three other AF's solo in the jag. All my experiences with it lead me to believe I could effectively fight almost any frigate hull 3v1 in it. That said anything with lots of neuting power will be the exception, so the amarr EW frig and cruor are obvious no goes. Just an ordinary small neut doesn't put much of a dent in it, I've already encountered that lots of times.

I fly active tanked frigates all the time, don't get me wrong. I've used a shield booster jag for a long time, recently started trying out a dramiel with the same setup. I just wish one of them had bonuses to it, preferably in terms of capacitor. They work well as they are, but it'd be great to not have to use faction or burst tank.

All active tanked ships subcapital have capacitor issues as far as I know. My maelstrom has an actual active tanking bonus but it requires navy 800's and extremely careful cap management to work, part of which is cooking the cap booster as much as possible. That and hope no one shows up in a neut domi or curse, things get bad real fast when that happens.Laughing

Cap stable active tanking is only the realm of pve where you don't actually need that much tank to begin with. It's why you see all those small and medium SB ravens. That's all it takes to run a lvl4. I could give you a cap stable jag fit for example, but you wouldn't like it. It wouldn't be able to do anything but fly around in circles with the booster running.

That said you can reduce the pain of it by using the shield booster cap reduction rigs. I don't use them on the jag as I don't find them necessary, but on the t1 hulls (whether it's a mael or a firetail) I fit one or two. Also keep in mind that ship cargo's aren't scaled properly. You can drop a ton of navy 200's into a jag and run that thing pretty much all evening. A maelstrom however can run for 4 minutes and then you're done. Also remember that if they got a cap usage bonus bonus, they'd lose a different bonus. I'd much rather have my maelstrom destroy navy 800's than lose 37.5% of it's tank or 25% of it's dps. Same goes for the smaller ships. If you active tank, you must accept heavier cap booster usage. It just goes with the territory.
