Turrets should stay "docked" until you at least begin targeting something.

It seems weird that the autocannons on my dramiel are spinning while i'm not doing anything.

There's a timing issue.

IF they only open up when you lock something, there isn't enough time for the animation to properly execute and then start shooting.

That's why they pop in and out during warp - so that they're immediately ready by the time that you start locking and shooting.

When you lock something they immediately start tracking it, even if not firing - so you can say that the guns are simply idling in a "passive" mode and when you lock they are in an "active" mode.

When they're put away they're shut down.

Some ships can have almost instant lock on another ship with the guns "hot" (already pressed and just waiting for a target to fire) and suddenly the the animations timing will be ruined...
