BPOs (T1) -> Market. Not all BPOs are in a single place. Researched BPOs can be found on contract from time to time.
BPOs (T2) -> Formerly some lottery system. Has since been removed, BPOs are still available on contract from time to time.
BPCs (T1/2/3) -> Contracts.

With a quick google search I found this guide.I can not, as I do not have the time to look through it, tell if it is worth the pixels that are utilized in brining it to your eyes.

A few things to add to the poster above.

On T1 BPO's you can research material efficiency and time efficiency. When you look at the materials required for T1 BPO's you will see a list of minerals required for production. The higher the material efficiency research number is decreases the amount of minerals needed (this can also be affected by Industry skills).

Increasing the time efficiency research number decreases the total time required for production.

Pilots can research T1 BPO's in any station with the proper research facilities. These facilities can be searched for in the Science and Industry tab. They can also be researched at Player Owned Stations (POS's), but getting access to one of those means you need a lot of isk or get into a corp that has access to these types of facilities. A wqarning. High sec research facilities typically have horrendous waiting times.

The low sec research facilities tend to have less of a wait time due to lower traffic. As long as one does not run into a smartbombing Battle ship or a sensor boosted ship on undock, getting BPO's into low sec is not really that dangerous in frigates
