My suggestion is change outposts mechanics as follows:
-An alliance owns one outpost and the outpost becomes a head quarters. No change in mechanics.
-An alliance owns two outpost. The first outpost would work just like the current outpost work. The second outpost would have a very different capturing mechanics for the enemy where there would be lots of short timers that are easy to trigger with a small fleet. This would make it easy for small alliances to capture an outpost but much harder for them to lose it. For example say a ten man battleship fleet could reduce the outpost shields by ten percent in five minutes which would trigger a reinforced mode for one hour. This would give small fleets something to do if they canít find anyone to shoot and a sense of accomplishment. Plus it would encourage lots of small fleets roaming around because it would be inefficient to have a hundred man fleet shooting at a station of 30 sec to trigger a timer.
-An alliance owns six outpost. The six outpost would become a head quarters and would have the same changing of control mechanics that exits now for outpost. This would happen for every fifth additional outpost captured.
