We have revised some of the rules for the Doomsday Testing alliance on SiSi. You can find the original post here. Due to the rule change and since others details could do with more information, I am replacing the old post.

General outline:

The purpose of this offer is assisting players who want to test sovereignty-related gameplay, like outposts, outpost upgrades, jump bridges and supercapitals. This is not guaranteed and we are under no obligation to assist or fulfill requests. We usually react within 24 hours on working days, but during busy times it can take several days. Please be understanding and patient when asking for assistance with these matters.

All activities within the test alliance have to adhere to the test server rules. As an example, this means that if one corporation in the test alliance has claimed sov, another corporation within the alliance is not allowed to try and take it from them unless this is consensual. However, rule violations need to be reported here as usual.

There will be NO spawning of any items, in particular Motherships or Titans. We will not be able to assist you in setting up your control towers, onlining TCUs or give you skills.

We will create a test alliance that anyone can join - DOOMSDAY TESTING ALLIANCE. You can join with your corp if you are a CEO or as a member of DOOMSDAY TESTING EXECUTOR CORP. The alliance will claim sovereignty in the Cloud Ring region, primarily in the Prelle constellation as it has a seeded station.


Sov bumps

Once you have claimed sov in a system, you can contact CCP Shiny via EVE Mail on SiSi or post in this thread and ask for sov level and indices to be bumped. By default this will be maxed, so if you need a boost to a specific level, please state so explicitly. The rule that only the test alliance can ask for sov levels or development indexes to be boosted is being dropped for now to allow for testing on an inter-alliance level. However, this might change again if the workload gets too high.

Information needed: The system that needs to be boosted.


Outposts

You can ask for ownership of an outpost to be given to your corporation. The stipulation is that you need to hold sov in the system, or that sov is not claimed. However, if you do not claim sov and someone else comes along and does so, they may ask for ownership of the outpost to be transferred to them, so it is always advisable to hold sov if you want to keep the station. Please note that by default the stations have restricted access as mirrored from TQ. If you ask for an outpost, you need to set it to unrestricted once ownership has been transferred to adhere to the server rules.

Information needed: The outpost location and the corporation it should be transferred to.

Supercap building

The old process still stands as follows: You join an alliance that holds sov or claim sov in a system, set up a POS, haul the parts, install the build. Once this is done, you can request the build to be sped up.

However, in order to balance the amount of supercaps on the server to promote a better testing environment, we are going to run a test project with changed rules in order to see how that works out.

New rules below!

Scenario 1: If you have the skills to build a supercap, you can follow the old process and request the build to be sped up as usual. However, there will be only one supercap sped up per account until that one is destroyed. A new request will be accepted only if a killmail showing the destruction of the ship is provided. A change in ownership for whatever reason does not lead to a new request being accepted until the ship has been destroyed and a killmail provided. The request has to be sent by the character that installed the job.

(This basically means that you are free to build your supercap with an industry alt and give it to your pvp main. If it gets destroyed there, you can request another job to be sped up assuming you can provide the killmail. If someone steals the ship and you canít provide a killmail, then you wonít be able to request another job.)

Information needed: The name of the character that installed the job and a killmail if applicable.


This obviously puts those without industry skills at a disadvantage. To balance this, the following will be in place:

Scenario 2: If you donít have the skills to build a supercap, I can install the job for you. For this you have to join the executor corp of the Doomsday Testing Alliance. (edited for clarity) Then you set up a POS (usually in Prelle) and haul the parts and the blueprint for what you want built and place it all in the CSAA. Then you can request the build to be installed and sped up. However, this will be limited to one supercap per account, per mirror. If the ship is destroyed for whatever reason or changes ownership for whatever reason, a new request will not be accepted.

Please set a password on your POS to avoid your ship being taken by other players.

You are however welcome to train the skills and join the crowd in Scenario 1 with that account.

Information needed: System, Planet and Moon of the POS, as well as the name of the CSAA.

Also, if you choose to install a job and let it complete on its own, it will not be affected by those rules. We only track the jobs that are sped up.


FAQ

I was told that my sov/indices bump has been done, but this is not what the sovereignty overview shows. Why?
The overview sometimes is slow to update if sov/indices are bumped. Please try to install whatever you needed the boost for and if that doesnít work, send another request saying so.

You said you have completed my supercap build but I canít see it anywhere. Where is it?
Usually it will be in the factory still, under ďJobsĒ in Science & Industry. At times it will not show as ready, in that case please wait a few minutes or dock/undock/jump through a gate/relog.

My factory slot still shows as occupied after I have taken the supercap out. What to do?
You will need to unanchor and re-anchor the CSAA to fix this.

The new rules are in place now. This is a pilot project so likely subject to change/tweaks in the near future.

TL;DR

Sovereignty will pretty much stay the same with regards to the Doomsday Testing alliance with an addendum to some of the processes Shiny goes through when dealing with requests and helping players.

Supercapitals can now only be built by one character once - one builder can't make an entire titan fleet for his corporation. Each person that wants to have a supercapital must get the skills himself.

These rules are liable to be changed in the future.

There was a new mirror, the test alliance is open for business. Please note that the bug with accepting corp/alliance applications is still present, so until it is fixed, you can follow the instructions here.

Not really all of Trixi just you mainly, seen you more then once personlly when you jump in a FFA with a titan and start using DD to kill battleships and other sub caps
