This is an open call to the crew of the freighter "Arek'Jaalan":

You are, or were, citizens of the State.
The actions of your capsuleer employer, Doctor Hilen Tukoss, have put this into doubt.
If you feel that your loyalty is to the State, not Dr. Tukoss, but you feel like you have no other path, then this message is for you.

You are not alone, for the State looks after its own. You can return to the State, to your families, to your homes. You just have to decide that you want to.

The Arek'Jaalan Repatriation Fund (ticker AJRF) has opened its doors to assist you on your journey back home.

This is not a call for violence, nor sabotage, nor espionage, nor anything to do with the Arek'Jaalan project itself. I will leave those to the capsuleers with larger plans and deeper pockets. This is a humanitarian offer to bring you home, if you wish to return. The AJRF will pay for communications to your families and for Interbus travel back to the State. I am offering employment among my crews or on my nascent planetary business venture. If you prefer to find your own employment then the Fund will provide for accomodations and reasonable expenses for your job search. I am also in negotiations with a Wiyrkomi affiliate to provide retraining should you decide you would prefer to follow a different career path. Most of my contacts are in Wiyrkomi and the Navy, but I would be happy to negotiate with Zainou or Ishukone if you would seek to return to your previous employment. You may not have had a choice when this started and you were taken from us, but you have a choice now.

Although I am only newly-certified as a capsuleer and do not have the resources pledged by others to various purposes, I have signed over half of my current wealth to the AJRF and I pledge a share of my earnings will continue to go into the fund until it reaches a suitable size to cover all needed expenses. I will increase that share as necessary to meet the needs of the Fund. In case any of you prefers not to use Interbus I have contracted to have an industrial refit for passengers, and will be moving it to the vicinity of Eram within the week. This is not a call for additional donations - with only a few hundred crew to repatriate at the most, I do not anticipate any problem funding this even with my meager means.

I mean no offense to the Minmatar people in this, nor to Eifyr & Co. specifically, as I am sure that both are doing their best to welcome our wayward people. I hope that they will take this in the spirit it is intended, as the Minmatar of all people in the cluster should understand the value of the choice to return home.

My personal opinions aside, I also mean no additional offense through this effort to those of you - perhaps all - who undertook this change in life direction willingly. You have made your choice, and while I disagree I do not wish to strongarm you into changing it. Please extend the same courtesy to any of your fellows who may wish to return to their homeland, and let them make their own choices in this matter.

I am negotiating contracts with local media outlets to have this offer broadcast on the local comm channels, and to have billboards set up on the business thoroughfares of the Eiftyr & co. station at Eram V - Moon 2, so that those who do not have access to IGS may still hear the offer.

You have a choice. If you still call the State home in your hearts, come back, if that is your will.

Just curious as to what makes you think any of those scientists who followed Dr. Tukoss went against their will?

I believe the scientists did go of their own will. This offer is for the crew of the freighter, not the passengers. I would not turn away any of the scientists, of course, but I would be shocked if any come forward.

So you think that any of the crew ever had any doubts, as far as I know the average hired conscript or engineer could care less about the decisions the capsuleer takes.

As long as he or she gets their paycheck in time.

Indeed? If you hire a crew member and then used your ship to destroy the habitat his or her family lived in, do you truly believe that he or she would feel nothing other than greed? Or to give a more realistic example: most of my crew team leads are ex-Caldari Navy, and I am quite sure that they would take all legal steps possible to disassociate themselves from me if I started firing at Navy ships indiscriminately. There might not be much they could do to stop me while in space, but the moment I docked I am sure that they would exercise their "at will" rights under their contracts and walk out on me. I am sure that I could find new crew to replace them, since there are always people with few qualms available and the pay is so much better than most other options, but I prefer to invest in my crew rather than treat them like disposable drones. You may do as you see fit with yours, of course.

In the case of the Arek'Jaalan crew we are discussing former Zainou employees, not random blank files pulled from the local shipping office "on call" system. I do not think it unreasonable to expect that they would have some opinion on their former employer. I am offering these crew the best chance at redemption in the eyes and files of the State that I can with my resources. Others may say it better or do it more smoothly, but I am taking what little action I can to give them that chance.

In truth I do not actually expect any response at all. To have accomplished as much as he has already in evading Zainou and Ishukone, Doctor Tukoss has proved himself not to be a fool in his planning. I believe that he hand-picked a crew that would be loyal to him rather than Zainou or the State. However I would like to find out beyond a reasonable doubt whether or not they are traitors to the State, with all that comes of that label.

Not to intrude on the affairs of our trade partners in the Caldari State, but how can you offer these crewmen jobs and a future in the State while completely overlooking their legal status with the Caldari law enforcement agencies? For all we know they might be arrested. And depending on their level of involvement they could even be detained for a long time... fund or no fund.

This issue is why my lawyers structured the offer around an employment contract. Their legal opinion based on CONCORD agreements and existing case law is that these crew will be largely protected from direct action by law enforcement while in the employ of a capsuleer. This is the same legal principle by which a capsuleer outlaw can dock in stations in high security Empire systems and not have their crew detained under some pretext, preventing them from operating their ship effectively when they wish to launch again.

Of course that is just one legal opinion, and Zainou or Ishukone may choose to contest it in court. The Fund will cover any necessary legal fees in such cases. My pockets are not as deep as theirs but I can promise far better representation than most civilians can afford otherwise.

I do think it is likely that anyone who chooses to return voluntarily will earn some goodwill for having done so. Keep in mind that few if any of them will have been in the inner circle and are unlikely in the extreme to have any actionable intelligence. I doubt that Doctor Tukoss is more forthcoming about his plans to an Engineer's Mate, 2nd Class than he is with the capsuleers he has assisting him, and judging from comms chatter many of the latter are getting blindsided regularly by the Doctor's semi-hidden initiatives.

I would be happy to work as a go-between to arrange for and monitor a debriefing if any of the Arek'Jaalan crew were to take me up on my offer and are willing to talk with Ishukone or Zainou personnel after their return, but I will not order it.

Thank you, Maris-haani, for taking this initiative. You're showing a generous side of the State that has been partially eclipsed by some of the other dramatics our fellow capsuleers have shown during this whole Hilen Tukoss debacle. I want to extend my sincerest wishes that this repatriation project succeeds; additionally, although I know you pointed out that you're not asking for donations or assistance in this matter, I would nonetheless like to personally match any funds you put forward for this matter.

I am also offering on behalf of my corporation employment offers for all freighter crew members and recalcitrant scientists (if there are any) who might find themselves unable to settle back into the lives they had prior to this affair. It would be my pleasure to re-assimilate these citizens back into the State.
