I want to know if remote sensing lvl 5 and command center lvl 5 would be a waste. With command center lvl 5 would i be able to produce more ? With remote sensing lvl 5, how many jumps we're talking about approx. ?

Remote Sensing lvl 5 allows you 9 light years of scanning distance.
Jumps don't really equate to light years in that each jump is a different distance.
I seem to recall that I've scanned up to 14 jumps away but haven't bothered for any farther. I've got lvl 4 trained currently. My homebase and PI locations are no more than 2 jumps away for the ease of access.

CC lvl 5 will allow you to run two extractors with enough storage and processors to handle it all. (Hi-sec) I'm not sure how lolsec or nullsec's richness of resources will effect that.
In this setup, I'm referring to extracting one raw resource from two points on the planet and turning into refined materials.
I do not think you can setup a P2 production facility on one planet with less than CC lvl 5. Such as extracting 4 raw materials and processing into something like Synthetic Synapsis.
edit: Well, you can, but not with any kind of volume.

Remote sensing 5 is a waste of skillpoints, it gives you a little extra range when looking for a new planet to colonise.. whooptieF***doo... you don't need that range, and once you got a colony going, you can access it from anywhere, as well as sensing data for hotspots, anyting more than 3 ( the minimum requirement ), is really not usefull.

Command Center Upgrades 5, I highly recommend this skill, more powergrid, more CPU, means more production/extraction from planets which is more profit ofc.
I also recommend planetology and advanced planetology at least at 4, 5 might be a little nice, but not sure on the gains on it. It will make your heatmaps a lot more accurate, so you can extract much more effectively from planets.
