Looking at eve-offline I can see that Singularity is up, but it only has 17 users at the moment.
Connecting to Singularity I get an 'incompatible build' error and no auto-updater.
I suspect that Singularity is in private test mode, with devs testing things usins a client build that is unavailable to the public.

Does anyone know if this does happen? Is there anyway of telling when sisi is open to the public?

(I understand that I have various options to automatically or manually d/l and build a sisi client. I just don't want to, if it isn't actually open to the public anyway).

It does, and no, it is completely up to the DEVs. There is no guarantee of Sisi access, so just enjoy it while it IS up.

Incompatible build means you are running the wrong version, and didn't use SiSi Launcher.

Always use SiSi Launcher. If SiSi Launcher doesn't work, then blow-away the test server directory and try again, as letting SiSi Launcher patch from scratch always works for me.
