Tattoo's are allowed with parental consent. Many things are allowed with parental consent it seems, like say letting your 16 daughter have a courtship with a 51 year old man.

For the US there are States that let individuals under 18 get tattoos if a parent or legal guardian sing off on it in person. In two States you are not allowed to get tattoos until you are 21, South Carolina and Illinois. The funny part is a minor is at least 18 in South Carolina a parent or legal guardian can sign of for the tattoo to be done Laughing
