If someone takes a good look in any Pirate faction he will see a tremendus amount of power.
First off all the Pirates live in 0.0 space and they have tremendous vast amounts of territory (Angels, Guristas) and they are also very well educated in whatever they do and some are like robots (Sansa).
Now we have the Sansa Incursions all over the New Eden and even the supposed mighty CONCORD, cant do anything to stop them or protect any innocent hauller that his route drop him in that system.
I was wondering why the other Pirate factions never invaded the empires?
With the exemption of Angels taking over only 1 system in low sec 2 years ago they never ever had the Pirate factions have made any teretorial attack.
Why?
They dont have the firepower?
I believe if you look on all the Pirate faction ships they are superior in every way to the stadard ships off the Navy of any Empire.
They dont have the manpower?
Have a look on the asteroid belts and you will find a pirate ship stalking you.
So we come to my questions.
What are their motives.
Why they stay in 0.0 mainly?
How come they have superior technology than the Empires.
What are the reasons to hold those specific areas that they are staging.
Lets shed some light on this please.

The balance of power in the EVE Universe is very fragile between the major political entities.

If one entity moves a massive force against another in a land grab or total invasion scenario, it opens them up to assault on other sides. The Angels are pincered between the Guristas and the Sansha. Mobilizing their military into the Republic would open up huge flanks on their north and south. Serpentis are in a similar situation. If the Covenant mobilizes against the Serpentis, the Amarr Empire will probably have a holy crusade go stomping around in their land.

It's the same effect as attacking a major alliance's home region when they're out on campaign several regions away.

The Nation is in a unique position where it could, in theory, afford to both defend its homelands and invade others - which to a degree it is doing right now. This puts it a strategically strong position, but one that can be flipped on it. If its two major allies are convinced to turn against the Nation, then it may come out to the effect of 8 different empires attacking the Nation.

On the flipside, the Empires are stuck in proxy war with each other and they cannot form a cohesive whole. If one Empire moves against a pirate faction, then its opposing Empire will move in while the numbers are depleted.

Think of it as a galactic wide cold war - every side has a loaded deck, but the one who makes the first move will get hit hardest. If the Nation is making the first move, it may be the only faction capable of doing so without being compromised. All the cards are in its hands to hit and attack as it pleases without significant repercussion.

As to motivation? That varies.

The Angels and Serpentis are best thought of as space mafia - they live in the black markets and underworlds of main society. It could be argued the Angels are attempting to forge their own civilization, but much of what they do is mystery. The Covenant are big on the great harvest of blood for their religion, and the Guristas do it for the thrill. The Sansha are intent on rebuilding their society again - the only ones to have an expressly civilization building agenda. Or, merely concluding the century old war the Empires started against them a year ago.

In the end, true imperialism does not seem to be a motivating factor - even if we ignored the political deadlock the galaxy is in.

The actions of the pirates in EVE are primarily rooted in gameplay mechanics. Why are the pirates in belts? To get shot at. Why do the pirates keep making 'raids' in highsec? To get shot at for missions. Why do the pirates in missions never run away? Because that would be harder to code. If you look at the actions of pirates in the actual gameplay, it is very hard to make it coherent.

What is so novel and exciting about Incursions was the real focus from CCP on making that pirate factions actions in EVE believable and consistent with the lore.

But as for what the Angels are doing, or why so many Guristas go to Motsu - it's best to not think about too hard.

Good point made there in regard with the Cold War theory.
Still, lets take for example the Guristas.
This faction is way more powerful than the Caldari Navy.
The Covert Ops Cloacking device is a Guristas invention.
They have a beter technology and beter weaponry than their enemies the Caldari.
If you play one of their missions and you see how easy is to to kill the Caldari Navy compare to the Guristas you will understand my thiking and wondering.
Each Pirate Faction is way more powerfull than any Empire.
They can do a roaming gang in any Empire space and have tens of lolkills just for the fun of it. :)
In all seriousness i would prefer if i could see a skirmish of Pirates and Navy in a lowsec battle rather than just watching them dieing idly on the asteroid belts.
