What zulu said, "there will be no golden ammo" might mean, depending on how he feels like, one of few things:
1. There will be silver ammo.
2. There will be golden ships.
3. There will actually be golden ammo, he is just lying. (vide 2010 CCP Fallout post about "there will be no MT in eve").

So no, all he has done is a psycho-warfare maneuver designed to stop the players from leaving for 2 days. Counting that after that time they wont care that much and keep playing and paying.
