If someone already has a POS anchored at a moon can I anchor my POS there too?

Depends how close you are to a trade hub. Anything within 3 jumps of Jita will probably be taken, but the further out you go your chances become exponentially larger.

Don't forget that if you find a POS belonging to what appreas to be a dead corp, you can always try wardeccing them and bashing the POS into oblivion, although be sure to anchor one of your own straightaway in case someone spots you and ninja's it.

There are lots and lots and lots and lots and lots and ... of moons available in hisec.

Often the office is more important.

Office features to look for:
* Location, location, location!
* Repair
* 50% refining
* manufacturing
* clones
* mission agents

Generally if the good offices are full, so are the moons.

In one system where I have a POS there are about 5 stations. The best office is also a level 4 mission hub (high quality agents), and the rent is insane. The second best office, which I used, is almost as good, but had insanely high manufacturing costs so nobody uses it, and an unpopular level 4 agent (was low quality). The other offices are nearly empty.

The system I am looking at is 7 jumps from a trade hub so hopefully one moon will be free.

So after much exploration I have determined the system I was scouting for my POS is full up... so are the three systems connected to it and a few of the systems connected to them.

I am in The Citadel region. I've heard that Caldari space is pretty full up with POSes. Are other races' territories better?

While there's bound to be moons free in Caldari highsec somewhere, other races space is less crowded.
Population density:
Caldari > Gallente > Minmatar > Amarr

I was recently in market for putting up a POS in cald space. I checked around 5-6 systems in all directions of my main missioning area. 8j from Jita. Every last system had at least 1 moon open.

Get your corp together, wardec a one man POS corp, blow up his POS, install your own.

Problem solved.

I recently posted a shopping list of 0.5 sec systems in Caldari space to check: POS in high sec

Of course there are also 0.6 and 0.7 systems, which makes for a LOT of moons.
