So from now on if your app / site / whatever is open to the public and uses any part of the data dump / API, you will have to pay $99 USD to CCP a year.
Another fine way for CCP to milk their users.

Until the wording is changed, ANY financial transaction, both RL and in-game, required to access a service will require a full-fee license.

Yes, if you require any sort of payment for your services you will need a commercial license.

Will website ads require a commercial license?

Yes, for ad-supported websites you will require a commercial license.

Will donations require a commercial license?

Yes, for donation supported websites you will require a commercial license.

Will I be able to charge real life currency for in game services?

No, the commercial license does not allow you to charge real life money for any in-game services.

Is this based purely on the devblog or is there a CCP quote somewhere?

Personally i think theres a lot of fearmongering about and hope that my interpetation is also what CCP is after.

If they charge for a license for anyone to be able to receive ISK for a service they provide, they will see a lot of apps / sites gone in a very short amount of time.

There is no way I will pay $15 a month for webhosting + $15 a year for a domain name + $99 a year for a license, not to mention all the free time I am investing.

Just read the green text, the only reason for a license would be if people charge rl currency for their product / service.
Ads / ISK should not require a license.
