Last I checked, 0.0 was the lowest security level a system could have. But I just noticed some "null sec" systems with negative security status.

So now we have high sec, low sec, null sec, and negative sec.

What does negative sec do (or undo) for us?

Nulsec (0.0) always was from 0.0 to -1.0 "truesec" but it was never shown, instead it was shown as 0.0

With recent patch CCP decided to show truesec instead, so now you can see it going from 0.0 to -1.0
True sec affects the distribution of anomalies and value of belt rats.

The lower a system's security standing, the more valuable the natural resources are likely to be found in that system.

Natural resources, in this case, includes things such as asteroids, exploration content, belt spawns, agent rewards, etc.
