I would like to make a "280mm 'Scout' Artillery I".
When I search the market, there is no blueprint for it.

There's a blueprint for "280mm Howitzer Artillery I", so common sense would say I should learn that and it'll be intuitive to make the 'Scout' type from there, but the market view shows none of that blueprint available... where can I get this then?

Please answer, I'd like to get started before the world ends. :P

You cannot build anything but the basic items, the items with a meta level higher than 1, also known as a "named item" only come from killing rats.

Basic T1 item blueprints are available on the market.
T2 item blueprints may be invented from T1 blueprint copies.
Faction blueprints may be obtained as loot or from LP stores.
COSMOS blueprints may be obtained as COSMOS mission rewards.
You can also obtain blueprints from other players via contracts.

I see some 280mm "Jolts" in contracts for about 2mil.

I'm good now. I was in Amarr space. I flew back to Minmatar space and they popped up on the market, along with a bunch of other projectile weapons. Should have known to go there.
