I'd think they could have a special policy allowing a person to use some macros on 1 (limit) character if they were willing to go through the trouble of sending rl documentation of their medical condition in advance of getting caught or something.
Those people would need to pledge to limit their use in someway too .... bit of a honor system.
There doesn't need to be black/white decisions on most things.
The abilty to exploit such a thing would be so limmited that the damage from people pretending to be disabled and disabled people cheating in a way that made them superior reactors to able people would be so small it could hardly outweigh the benefit of letting people like the op's husband play
