Situation: Corp A and B are at war in empire. An empire POS of corp B gets shield repped by a neutral called player C. Will this cause player C to be flagged for agression on corp A?

Will the fact that the POS is not firing on A during the repping by the neutral be of any influence on the situation or consequences?

And at last, according to the eve-wiki, repping a neutral pos is not listed as a concordable offence. Can anybody confirm this is true?

WARNING : no actual practical experience with any of this, pure theorycrafting ahead

There used to be a lapse in game logic that made it so that repping neutral POSes would not flag the reppers to the ones shooting the tower, and while that was still the case, it was deemed an exploit to use neutrals to repair it.
Since it's no longer deemed an exploit, and since the bug was considered fixed, one can only assume that yes, player C in your example will be flagged for aggression to members of corp A, but only as long as corp A is already shooting the tower while player C does the repairing.
The POS not shooting any specific target should not matter in that case.

There's been issues with neutral POS repping in the past, not sure if this got solved but there's only 2 options.

1) a neutral repping a POS at war should get aggressed to the other corp, regardless of what that POS may or may not be doing at that moment
2) if #1 doesn't work (this was the issue a while back) then neutral pos repping is deemed an exploit and can be petitioned
