Where do you think all of those guys pretending they like pvp would go? low/null where the pvp oportunities exist, if they don't they could always fill the forum with tears "we can't safely farm killmails anymore" has some already do with "we don't like pve wy do you force us to do it"
Has long has the "safety" argument keeps paws farming killmails so easy with 0 risk and 0 cost they have no reason to go/stay in low sec.
You guys don't take the problem in the right way, makes years now nothing that has ben donne has given any positive change has you can read at every thread where even Dev's post their opinion, time to think about other options.
The arena idea could be interesting if KM die, if they don't arenas will just look has many empty systems in low/null.
