^ This. Remaps don't build up over time.

CCP might give you additional ones for various reasons at the odd occasion, but beyond that, you're only ever in one of two situations: either you can remap now, or you've recently remapped and have to wait a year until you can do it again.

The only normal exception is when you create a new character, at which point you get one free remap that doesn't trigger the one-year timer.

That's because CCP handed out extra ones when the learning skills got nuked. It was one of those special occasions, and not something that happens "naturally" as it were.

If you last remapped after November '09, you will have one remap available (received when CCP distributed the extra remap) and will not get a new remap until one year after you've used the one available.
If you last remapped before November '09, you would have had one remap available when CCP distributed the extra remap, so you will have two remaps available; in that case you will not get a new remap until one year after you've used the last one available.
