This post is to address all of the questions I have seen posted in the umpteen threads about the skill changes. Hopefully this will make the changes easier to understand for everyone.

The entire Learning branch of the skill tree will be removed. Any skill points a character had in those skills will be refunded on a 1:1 basis (if you have 1,000,001 SP in Learning skills, you get 1,000,001 SP to spend on something else). This includes partially-trained skills. The skill points will be refunded per character, not per account. These refunded points cannot be transferred to another character or account. The refunded skill points do not have an expiration date -- you can use them right away or keep them as long as you want. You can choose exactly how many skill points to allocate to a skill.

Existing characters will have the attribute points from Learning skills removed and replaced with a flat +12 bonus to each attribute. This bonus is added onto the base amount for each attribute. Your attributes will not be reset to 20-20-19-20-20. Any attribute points that you have remapped will stay in effect, and you will have the same number of attribute points available to remap (14) when your next remap becomes available. The new minimum attribute for remaps is 17. You do not get an extra remap with the new system. Implants are not affected by the changes.

For example: my current base attributes are 9-8-5-8-9, and the totals are 24.3-23.1-19.8-23.1-24.2 including 5/4 Learning skills and +4 implants. With the changes my base attributes will be 21-20-17-20-21, and the totals will be 25-24-21-24-25 including +4 implants. I get a training speed bonus across the board in the new system. \o/

To see what your current base attributes are: Click the Remap Now button in the Attributes tab of your Character Sheet in-game if you have a remap available now. Make sure to click Cancel when done if you don't actually want to remap now. If you do not have a remap available now, you can also find out your base attributes by registering your character(s) at the eveboard.com website. It will show your base attributes in the far-right area of the Attributes section.

New characters created after the change will have their attributes start at 20-20-19-20-20. There will no longer be a 100% bonus to skill training speed. New characters will still have two attribute remaps available from the start.

Ah yes, skill books.

If you have skill books for Learning skills lying around, they will be bought from you for NPC prices. The ISK will go to whoever owns the hangar/container where the skill book is housed (if it's in a corp hangar, the ISK goes to the corp). If you have the skill books on contracts, the contract will be converted to selling the Pax Amarria instead.

If you have the Learning skills injected but not trained, you will receive no extra SP and no extra ISK for them. Either don't inject the skills (CCP will buy them back) or start training the already-injected skills now so you get more SP to allocate to other more useful skills.

Thats not a summary, thats a re-post and re-word. A summary would go like this:

- Learning skills removed.
- SP spent on learning skills reimbursed at a 1-1 ratio.
- +12 to all attributes
- (non-memorised)Skill books removed and reimbursed at NPC sell-order price.
- new player bonus training time removed.

The whole point of a summary is to make it short. If you summary is a massive wall of text, why shouldn't I just go read the dev blog?

Because the dev blog is not clear? If they had removed the stilted, faux-Elizabethan legal English and the jokiness, that may have helped.

i noticed (just a little while ago) if the stats are 20/20/20/20/19 then im only going to lose about 1 memory point and gain in everything else.

blake -- existing characters will not have their attributes reset to the default. That is only for new characters created after the change. Unless you had trained all of the Learning skills to V, you will actually end up with better attributes (all of them!!) after the change.

i can remap my stats to 20/20 if need be, i will only lose +1 memory with int being the same and the rest getting a boost, seem i will be better off after the change.

This thread replaces the fifty-something pages in the official Dev blog response thread. Not all of the things I listed are given in the original Dev blog anyway -- a lot of them are CCP Dev responses given somewhere in those extra pages.

So, compared to those umpteen pages, this 'massive wall of text' is a summary. Short and to the point.

One last thing: You considered my post a massive wall of text? Really!?!? When was the last time you read a book or magazine Paikis?

You won't lose in any attribute, blake. List what your base attributes are now. I'll tell you exactly what your new attributes will be after the change.

I have an alt that has like, 1 million SP.

Would I be better off to train learnings on her/them right now and transfer them later? Or just wait till the changes are in effect?

this change means: Maximum effective training speed reduced, all characters training equalized before remap.

No.

New max total pool is 124 (99 base + 25 implant), old was 125.4 (39 base, 25 implant, 50 attribute learning skills, 11.4 from Learning).

my bad, took the +12 as a replacement for learning skills in total ... of course it isn't. End results are still the same (reduction in total attribute pool)

You do get fewer attributes overall if you have everything trained. It amounts to something around 600k sp a year. However, since you get the skillpoints you put in back, it will take 8 years or so for the lower attributes to make a difference.

Loads of people did misunderstand the dev blog though(or they didn't read it properly) so this summary is both needed and appreciated. Thanks OP!

For those querying whether they win/lose overall, it's a simple check (assuming implants are not changed, for easy comparison):

If you maxed all Learning you will lose 1.6 base attributes overall.
If you maxed all but (eg.) a point in Clarity - then you'll drop 0.6.

Anyone else enjoys a small to massive gain.

Considering that a maxed learning character will have 5.3 mill sp to spend, I think the new 12-point spread is pretty fair.

Regarding spending the points : Would make sense to say spend it on the highest multiplier skillbooks ? like X14 or better ? saves time , correct or have I got it wrong ?

In short run, yes. You dump them into that carrier 5 and have fun asap.
In midle run you spend them on slowest training skills, so you could train your fastest (in SP/hour sense) skills and get more SP overall.
In long run you don't use them now, but wait for some emergency training in future.
