Can someone explain what are the requirements to set one up and how much he costs would be?

Particularly for moon mining, and if it's possible to do it in high sec?

Required skill: Anchoring 1 for tower and most things, Anchoring 2 for shield hardeners, Anchoring 3 for ECM batteries.

In hisec you must have corporate standing with the sovereign faction 10 times the security level of the system, example 7.0 standing for a 0.7 system. You cannot anchor anything in 0.8 and higher.

Moon mining can only be done in 0.3 and lower.

It costs me about 250 million/month for fuel for my large Caldari hisec POS. A large tower costs about 200 million, batteries are 2.5 million each, and labs are about 50 million or so (unsure on labs, as I've not looked in a very long time).

I'm not in-touch with the small and medium tower markets and costs, but you can estimate a medium as 1/2 and a small as 1/4.

Look at the guides in the Science & Industry forum sticky. Especially the fitting guide POS Setups: Jump Bridge, Cyno Jam, Reactions, Moon Mine, LoSec Mining and Labs which is worth reading every single post.

Note: The Caldari epic arc, Penumbra, can reward (there are different rewards for different paths) a Hyasyoda Mobile Laboratory valued at 300 million or more. You can repeat the arc every 3 months. It requires 7.0 standing with Expert Distribution to start (or 7.0 Caldari faction standing). The arc combat missions are a little bit harder than a level 4 mission, though the arc has an awful lot of courier missions in it. I recommend training Hacking 4.

EDIT: The corporate office where I keep all the BPO costs an additional 11 million per month.

Just anchoring 3. That makes POS industry one of the least skill-intensive things you can do in the game. Instead, it requires money and risk and a lot of skill at Microsoft Excel. To mine moons, an additional requirement is the guts to put such an expensive asset up in lowsec or 0.0 where people could destroy it.

You also need to be in a corp and have appropriate roles for anchoring.

(Do you still need standings for lowsec POSs? I assume that you do.)
