In 5 years of playing I've gotten two ships reimbursed.... out of two petitions for ship losses...
I've also been petitioned for 'sploiting by someone I 'can-baited (he couldn't accept that he'd taken stuff from my 'can), and the logs showed that I was in the clear.

In general from what I've experienced and what I hear from others, if you encounter a server BUG, you'll get reimbursed.

This does not extend to large laggy fleet fights where there are no reimbursements, and rightfully so. Mainly because anyone entering into those fights KNOW that they'll be laggy and has implicitly accepted they might lose their ship to that by participating.

In general it is my experience that CCP reimburses when there's reason to.
It is fully understandable that they can't reimburse for anything that happens client-side as that is not under their control and thus hugely exploitable if they did.

There's still a little bit too much randomness in the petition process, but they do handle it fairly well.
