Just as an update I sent an email to the support address at the store, I wasn't expecting a response given previous comments but they actually responded within an hour, response is as follows:
"As posted recently on our Facebook and Twitter, we are working on other shipping options for our players that will be cheaper, but with any new addition to the EVE Online Store, we want to make sure it's well tested and works as close to perfectly as possible.
With that said, I hope to have it ready for use by November, but that is only granting no issues along the way.
I apologize for any issues or inconvenience this may cause.
