So I'm back to EVE after about a year, had 2 5mil sp chars before and the current 2.5mil one I've got now. But I'm somewhat lost as to what direction to take. I know before I stopped my goal was to have a lvl4 mission runner ready to go as a solid source of income, and I'm pretty good at l3s right now. I'm not completely sure what to train next.

I'm Minnie, mostly armour rep, and have the essentials of course, rank 1 learning to 4 and rank 3 learning to 3, Energy Emission Systems at 2, Energy Grid Upgrades at 3 and Energy Management, Energy Systems Operation, Engineering and Shield Operation all at 4. Hull Upgrades and Repair Systems are 4 and Mechanic is 5.

My question basically is, what should I train next and what should my plan be for the future? I'm focusing mainly on my tank, with my gunnery only having about 30k sp in it.

Install your character in a site like http://eveboard.com/ or http://eve-sheet.com/ so we can know better what to advice you.
Minimatar need both shield and armor skills to be able to tank all the ships at their disposal.

You're minmatar, so train everything.

Kidding. Eventually you'll want everything except lasers and hybrid turrets to fly Minmatar well, but in the short term, get all your easy gunnery skills up, such as large projectile turrets to 3 or 4, and all your gunnery skills that effect everything. Get all the skills you need to fit T2 tanking modules, such as Hull Upgrades to 5, and the appropriate jury rigging skills. Then proceed to get EM, Kinetic, Thermic, and Explosive Armor Compensation skills to 3, maybe 4. You don't really want to throw tons of skills at those, but they all boost the effect of Energized Adaptive Nano Membrane II(which you should have), and have even better effects when you use specific Nano Membranes. Anyways, get your tanking skills up first so you can start doing the things comfortably, then get gunnery and drone skills so you can start doing things quickly.

Alright follow up question to that (that answered most of my questions though, thanks); I'm using hardeners right now, should I be using EANM IIs and the other specific nano membranes over them? I assume the primary benefit over hardeners is the cap saved?

yep no cap for eanm2
hardners give much higher resistance though

i usually let the mission im running define what tank im using, ie specific hardners or an eanm2 based omnifit

use the cert system as a guideline ... the Cap/Fitting/Integrity in the [core] section make for a good base on any ship you fly.
