I'm curious after reading some chronicles and wiki about EVE's storyline. Is it an active storyline based on our actions as players or is it based on writers? Basically, are we able to change story or is it changed by writers.

I'm just curious how it is developed.

Both. Stories of alliances in 0.0 are factual reportage. Stories of factional war are a mixture of fact and fictional roleplay extrapolation from that. Stories in Empire between NPC corporations are almost always entirely fictional.

Some fictional events can have in-game events or effects. There's a Leviathan in Luminaire for example due to the State's success against the Gallente.

There's also short term events - the Ishukone station in Malkalen was wrecked for a while after some Gallente admiral tried to park his mothership into it.

There used to be a CCP events team called Aurora, which used to hold random mini-stories in-game where you could interact, but they've since been disbanded.
