Well, I've had a pretty brainy idea. How about we have another type of e-war added in? This would be a race specific, perhaps to Amarr. It would be called an 'Anti-tank Rocket' and it would disable all LOCAL modules. This means you would not be able to turn on anything that affects your own ship directly, including any passive modules.
I think if Caldaris can shut down anything offensive, there should be a method to shut down anything defensive too.

It doesnt shut down modules. it just diable locking. You can fit something like Smartbomb / Defender / FOF on high and they work normally.
And yes, all local active modules run on capacitor. |

Interesting idea. But it would nerf active tanks even more. More blobs, more buffer. For my part, I'd like to see active tanks boosted tbh.
Combine it with an (one) resistance weakening effect maybe. That way buffers were affected as well. |
