Right now these pirate implants are performing poorly on the market. You would lose money if you were to purchase them from their corresponding LP stores and sold them on the Jita market even if you assume the LP required have no value.

I think that this is because these implants are lack luster in comparison to the other pirate implants. As such I suggest some changes to move these back in line with other high grade pirate sets.

For the halo set a meager 21% bonus seems very lackluster from a high grade set. You may compare it to the snake set which also has a bonus at a similar value, however not only do snake make you harder to track/hit much like the halos, it also makes you harder to catch/tackle which is a bonus the halos do not offer. They also help you in terms of actual displament, such as when you are trying to get back to a gate.

I would thus suggest that halo receive a 30-50% overall increase in effectiveness. I think somewhere around 30% signature reduction would be ideal.

On to the talisman set, this set has the problem in that it increases cycle time. Which helps for Nosferatu but for neutralizers it causes you to cap yourself out that much faster. Perhaps changing the bonus to an energy nueted/drained AMOUNT instead of cycle time this set would gain some popularity.

In what way does Halo not help you avoid tackle?
Lower sig = longer locking time

Not saying it doesn't need a boost though, but 30% sig reduction seems a bit OP.

You know, you could use the set so that you need less neuts and can thus use the extra high-slots for dps.

Just saying.

The talisman implants are cheap because they're so specialized that demand is low, not because they aren't useful.

The problem with the sig reducing implants is that reducing sig radius is hugely useful and buffing it would have to be done carefully so as not to make them OP.

Halos are just fine, tbh. Its the talismans that have needed a new looking at. There were awesome pre nos nerf, but now they dont really do much good, the duration reduction is useless, for nos is coauses equalisation that much faster (then the nos is pretty much usless) and for neuts it will make all but the specialized (gimped) setups cap out almost instantly.

Talismans either need to be retooled to make nos more like they were pre nos nerf (stealing cap if they are lower than you). Or make them useful for neuts (have a cap usage bonus for neuts so they dont hurt the cap as much)

While true, adding like .5 second to lock time is not quite as useful as being able to out run the actual tacklers in many situations.

I mean it's just kind of silly, but to judge 30% signature, lets compare halo vs evasive maneuvering command link and HG crystals with the active shielding mindlink that reduces shield booster cycle time.

On a claymore, you're looking at a 26% decrease in signature radius or so, while halos give you around 21%. Meanwhile active shielding mindlink on vulture at 26% leads to a approximate 35% increase in shield boost amount, combined with 35% more cap usage. While crystals just give around 50% increase with NO cap cost increase. Note that these are both HG set and cost basically the same to purchase from their associated LP store, so they should in theory be similar in effect. We can see this is not the case.

Assuming a specialized role, do you think curse/pilgrim pilots really wanna drop the 1.2 bil it'd cost at the LP store to buy this set(assuming the lp was 'free') just to be able to throw on a laser turret or two that they don't have a bonus to? Probably not.

Meanwhile, plenty of ships do in fact fit neuts outside of specialized ships. Especially in the battleship class as a good source of combat utility. While talisman can be handy to get even more neuting power, the fact that it is also causing them to lose more power makes it a questionable endeavor, even before you factor in the price tag.
